The attack turns Somaliland’s Jerusalem gamble into a test of internal stability

A regional intelligence source told Eagle Intelligence Reports that Somaliland President Abdirahman Mohamed Abdullahi “Irro” survived an assassination attempt in the capital, Hargeisa, on June 23. The attempt came just days after Irro returned from an official visit to Israel that has sparked widespread controversy in Somali, Arab, and Islamic circles.

According to the source, the attempt took place after the president attended a series of meetings with Israeli officials and oversaw the opening of a Somaliland embassy in the city of Jerusalem. The visit and embassy opening marked one of the most significant foreign policy moves undertaken by Somaliland since it declared independence in 1991 after the collapse of the Somali state.

The internationally unrecognized region has long sought international recognition, viewing diplomatic relationships with influential regional and global actors as a possible pathway toward broader acceptance. The diplomatic opening toward Israel is an unprecedented shift in its political trajectory.

The Jerusalem embassy opening drew swift condemnation from the foreign ministers of 16 Arab and Islamic states. In a joint statement, they affirmed full support for the unity, sovereignty, and territorial integrity of the Federal Republic of Somalia.

Speaking to Eagle Intelligence Reports, the source said Somaliland’s security services handled the incident with extreme secrecy, fearing that publicly disclosing the assassination attempt could deepen internal tensions. This comes on the heels of growing divisions over President Irro’s decision to pursue closer relations with Israel, symbolized by the formal Israeli recognition of the separatist entity announced last December.

So far, neither the Somaliland presidency nor the security services in Hargeisa have officially confirmed the details of the alleged assassination attempt, and no individual or group has claimed responsibility for it. Somaliland’s Foreign Ministry did not respond to a written request for comment.

Strategic Implications

The opening of a Somaliland embassy in Jerusalem carries significant political implications. Beyond Somaliland’s decades-long pursuit of international recognition, the decision to establish diplomatic representation in Jerusalem—a city at the heart of the Palestinian–Israeli conflict and one that holds profound religious and political significance in the Arab and Islamic worlds—adds another layer of geopolitical sensitivity.

According to the regional intelligence source, the assassination attempt does not appear to have been an isolated security incident, but rather an indication that Somaliland’s decision to deepen ties with Israel has begun to generate serious domestic repercussions that could reshape the separatist entity’s political and security landscape in the near future.

Somaliland’s leadership believes that closer ties with Israel could serve as a gateway to breaking its international isolation, attracting new recognition, and strengthening its strategic position in the Horn of Africa and the Red Sea region. Since declaring its separation from Somalia in 1991, Somaliland has built up its local political and security institutions, held successive elections, and managed limited foreign relations, but has remained outside the circle of broad international recognition.

At the same time, President Irro faces growing internal opposition from political, tribal, and religious constituencies that view rapprochement with Israel as an ill-calculated and high-risk gamble that could push Somaliland into confrontation with Somalia and surrounding countries in the Arab and Islamic world. Critics argue that opening a representative office in Jerusalem offers Israel a major symbolic victory without any clear guarantee that Somaliland will receive meaningful diplomatic recognition in return.

Opposition figures also fear that closer ties with Israel could become a source of polarization in the region, particularly given ongoing political and security tensions in disputed areas. Opposition rhetoric has accused Somaliland’s leadership of offering strategic concessions in exchange for unguaranteed diplomatic promises.

The federal government in Mogadishu regards any official relationship between Somaliland and Israel as a violation of Somalia’s sovereignty and an interference in the territorial integrity of the state. Regional governments have likewise expressed concern that recognizing Somaliland—or dealing with it as an independent state—could act as a precedent, opening the door to other separatist movements in the Horn of Africa and elsewhere on the continent.

The incident places President Irro before a difficult political test: whether to continue his Israeli wager as a fast track toward international recognition or to ease internal tensions through political, religious, and social reassurances before the issue develops further. If Somaliland continues along its current path, it risks transforming a foreign policy initiative not only into a domestic conflict but also into a broader rift that threatens the region’s stability.
