The surprise trip by the CIA Director to Moscow this week was to warn Russia not to attack NATO countries, American media has reported.
The reports indicate that American intelligence assessments show Putin could seek to test the alliance, with a limited assault on an allied country in the next few years. This allegedly prompted the spy agency’s chief, John Ratcliffe, to make his first publicly known visit to Moscow. Despite how unusual the trip was, U.S. President Donald Trump tried to downplay the visit.
“He’s there, very sort of semi-routine. We would like to see the war with Ukraine end,” Trump said in an interview. Kremlin spokesman Dmitry Peskov said Ratcliffe had “contacts” with Russia’s special services, which he labeled a “positive development,” albeit one that produced no concrete conclusion. On Thursday, Peskov dismissed the media reports as “scare stories” that “have nothing to do with reality,” adding that Russia “is facing a very aggressive policy towards itself from European countries.”
But former UK Prime Minister Keir Starmer warned earlier this year that Russia could attack a NATO country within four years. Grant Shapps, who served as the UK Secretary of State for Defense between 2023 and 2024, also warned about a war involving Russia in the coming years. The last time a CIA director visited Moscow was in November 2021, when William Burns warned Russia against sending troops into Ukraine. Weeks later, the Kremlin launched its attack that turned into Europe’s worst conflict since World War II. The CIA has also been involved in prisoner swap deals with Russia, including a major exchange in mid-2024.
Strategically, the most important question is whether Ratcliffe’s visit reflects a genuine U.S. assessment that Russia may soon test NATO, or whether Washington is attempting to deter Moscow while preserving room for diplomacy over Ukraine. The unusual nature of the mission, coupled with reports that Western intelligence believes Russia could test the alliance through a limited operation, suggests the threat is being taken seriously in Washington. If Russia has indeed been sending signals that it would attack a NATO country, it could be bluffing to discourage support for Ukraine from the Western alliance so that Moscow could win the war it launched in 2022. Analysts have previously said that Russia is stretched thin militarily and economically by the ongoing war in Ukraine, which means launching a military conflict against NATO is not a likely possibility.
