Eagle Intelligence Reports • November 18, 2025 •

Russia said it will not send an official to Turkey on Wednesday for Volodymyr Zelensky’s visit, during which the Ukrainian president said he wants to “reinvigorate” diplomatic efforts to end the war.

“No, there will not be a representative of Russia in Turkey tomorrow. So far, we have not received any information from Kyiv,” Kremlin spokesperson Dmitry Peskov told reporters. “Russia remains open for negotiations,” the Kremlin official added, stressing that Russia’s stance is known in Washington, Ankara and Kyiv.

“Apparently, Zelensky was referring to the contacts that will take place tomorrow in Istanbul. These are Zelensky’s contacts with our Turkish friends, who will probably be joined by US Special Presidential Envoy Steve Witkoff,” he added. According to him, the Kremlin will be waiting for the results of these negotiations. (Agencies)
