US Seeks European Blueprint on ‘Muslim Brotherhood’ Terror Listing

The United States has asked European countries to deliver a comprehensive blueprint on the Muslim Brotherhood’s organizational structures, networks, and legal fronts within their territories, a European diplomatic source familiar with the matter said.

The source told Eagle Intelligence Reports that the US request is aimed at supporting Washington’s internal review of the options available to designate the group as a foreign terrorist organization (FTO). According to the information, European countries have expressed their willingness to cooperate with the US and provide Washington with the necessary data on the Muslim Brotherhood’s structures and networks present in their territories.

The source confirmed that the US move came due to sustained political pressure from Israel, which is pushing its Western allies to adopt a far more confrontational approach toward the group as part of its confrontation with Hamas, which is considered a branch of the Brotherhood. Although the United States and many European countries classify Hamas as a terrorist organization, Israel aims to tighten the noose around the Muslim Brotherhood, which is the parent organization providing support and assistance to Hamas, especially in promoting its narrative through regional and international public opinion spaces.

According to the source’s information, the US request encompasses extensive data sets, including organizational frameworks and structures, cultural centers, charities, and a wide range of fronts linked to the Brotherhood in EU member states; institutional relationships among the entities; clarification on each entity’s legal status within the host country; and the scope of its activities.

This information could support two possible legal actions in the United States: one is adding the group to the State Department’s list of Foreign Terrorist Organizations, and the other is imposing sanctions under Executive Order 13224, which the State and Treasury Departments use to label entities or individuals as ‘specially designated global terrorists’.

The request comes following US Congress members’ reintroduction of a bill on July 16, 2025, aiming to adopt a new approach to designate the Muslim Brotherhood as a terrorist organization, bringing the issue back to the forefront of debate in Washington. Back in 2019, the US administration studied the option of including the Brotherhood on the list of foreign terrorist organizations. But a decision was not made at that time.

Earlier in a press interview, US Secretary of State Marco Rubio disclosed that the administration of President Donald Trump is conducting a review to designate the Muslim Brotherhood as a terrorist organization. And there is an “internal process” they should “go through…where you have to do the review, you have to document and justify what it is”.

If the US designates the Muslim Brotherhood as a terrorist organization, that will lead to the freezing of the group’s assets and restrict Americans from conducting any financial or service transactions with it. In turn, this will inevitably reverberate across, effectively constraining the Brotherhood’s leadership and their global financial networks.
